Date and Time for GitHub Certificate Scraper

I’m attempting to use Scraper to update my ROMS, but it tells me;
Unable to access “https://github.com/RetroPie/….. : server Certificate Verification Failed.

I checked the date and time on the RaspBerry/RetroPie and it’s Sun 22 Nov 00:35 UTC 2015. When I attempt to change it date -s ’15 Mar 2016 12:00:00′ I get ” date: cannot set date: Operation not permitted”

How can I fix the date/time to allow for the certificate to be correct.

It’s connected to the network and the ntp.conf files shows all 4 ntp pool servers as expected.

Determined the problem was a network firewall issue (through some packet monitoring). Once I opened the proper route the RP3 updated and I was able to use scraper and the date and time was correct.
